Recently, at the “Two Sessions” of the Inner Mongolia Autonomous Region, Zhao Haiping, member of the Inner Mongolia CPPCC, deputy secretary of the party committee and president of the Affiliated Hospital of Inner Mongolia Medical University, put forward three suggestions, all related to improving the safety of patients’ lives.

  Expansion of critical care medicine “firewall”

With the continuous optimization of the new crown epidemic prevention and control measures and the publication of the “Tenth Edition of the New Crown Virus Infection Diagnosis and Treatment Plan”, in the past three years, China’s war against the “epidemic” has stood out from the encirclement. But for Inner Mongolia, which has a remote location and relatively scarce medical resources, the big test is still going on.

Zhao Haiping said that the medical system is at the front line of early identification of public health emergencies, and becomes the main battlefield for patient treatment in the subsequent response to public health emergencies.

“The discipline of critical care medicine in my country has developed rapidly in the past 10 years, and the number of hospitals setting up the discipline of critical care medicine has continued to increase, which has improved the success rate of critically ill patients and reduced the mortality rate.” Zhao Haiping told reporters from Chinanews.com. Compared with developed regions and cities, there is still a big gap in the proportion of ICU (Intensive Care Unit) in the above hospitals.

“Currently, our critical care medicine department has less than 2% of beds, and it needs to reach 3%-5% according to the requirements, and there is a relative shortage of critical care medical professionals.” Zhao Haiping said, “So, I suggest referring to the bed-doctor ratio of the intensive care medicine department, Bed-to-nurse ratio, personnel qualifications, equipment and other standard requirements, pay close attention to the construction of intensive care medicine in Inner Mongolia tertiary general hospitals.”

Zhao Haiping said that as far as the current situation is concerned, the number of critically ill patients infected by the new coronavirus has increased in a short period of time, and Inner Mongolia has strengthened the construction of critical care medicine by 4% and the construction of reserve critical care medicine by 4%.

Taking the Affiliated Hospital of Inner Mongolia Medical University as an example, Zhao Haiping said that recently, the hospital’s emergency outpatient department has received about 700 or 800 patients a day, which is 3 to 4 times higher than before.

“In view of the increase in the number of critically ill patients infected by the new coronavirus, the emergency department has increased the number of outpatient experts, and even experts from all departments have made outpatient visits to divert the patients in the emergency department.” Zhao Haiping said. “Dynamic clearing” means that all critically ill patients who have been in the emergency department for 24 hours will be admitted to the hospital. “And open and increase the number of ICU beds to more than 700, and provide timely rescue for critically ill patients.”

In Zhao Haiping’s view, in the future, public three-level comprehensive medical institutions in Inner Mongolia need to further build comprehensive public health emergency response capabilities in terms of medical treatment, teaching, and scientific research.

In terms of the training of critical care physicians, Zhao Haiping said that through the training of sub-specialized physicians and other specialized physicians driven by intensive care physicians, “one specialty and multiple abilities” can be achieved in responding to public health emergencies.

  Geriatric medicine “blessing” to maintain health

According to the “Research Report on Implementing the National Strategy of Actively Responding to Population Aging and Promoting the High-quality Development of the Aging Career”, the elderly in my country have an average disease-free survival period of more than 8 years, and more than 190 million elderly people suffer from chronic diseases. The proportion of one or more chronic diseases is as high as 75%.

“The health level of the elderly needs to be improved.” Zhao Haiping said that there is currently only one geriatric medical center in Inner Mongolia.

Zhao Haiping suggested that the clinical resources of the Department of Geriatrics in Inner Mongolia should be coordinated to build a multidisciplinary system that integrates health care with geriatric clinical medicine, geriatric rehabilitation, geriatric nursing, and geriatric nutrition, and establish a system covering health education, preventive health care, disease diagnosis and treatment, and rehabilitation nursing. Regarding discipline construction, Zhao Haiping’s idea is that the department of geriatrics needs to implement the model of co-treatment of multiple diseases, rather than simply “treating the head for a headache and treating the foot for a pain in the foot”.

“Through a comprehensive assessment of the admitted patients, multidisciplinary cooperation can maximize the maintenance and improvement of the patient’s functional status, thereby improving their ability to live independently and quality of life.” Zhao Haiping said that the department of geriatrics emphasizes “the whole person The whole process”, that is, the integrity and continuity of diagnosis and treatment.

“At the same time, it is necessary to further strengthen the postgraduate education support for professional degrees such as general medicine, geriatric medicine, and rehabilitation medicine, and promote basic research in geriatrics-related disciplines.   Medical emergency rescue has become “just needed”

“The Inner Mongolia Medical Emergency Rescue Center should be established to improve the level and ability of emergency medical rescue.” In the past three years, Zhao Haiping has been deeply touched from rushing to the front line of epidemic prevention and control to sticking to the front line of treatment.
